Designing Sao Mai web browser project that was sponsored by World Bank and USAID started from 2003 and completed at the beginning of 2004 (one year). This project has participated the Innovation day competition organized by World Bank in Hanoi.

I. Introduction:
Requirement of using computer is increasing day by day among Vietnamese visual impairment persons' community. Vietnamese visual impairment persons need more new devices to obtain information. Meanwhile, Vietnamese websites are more and more abundent both in quantity and quality, they need to access these sources of information a lot.

In face of that need, Sao Mai actively find out a way to escape for Vietnamese visual impairment persons. On March, 2003, a “green” signal is turned on from World Bank that will organize a competition with Vietnamese Innovation Days subject. Main content of this contest is to encourage projects for 2 purposes:

For the safety of living, encountering current social threatens such as polution, traffic accident, industrial accident...
Supporting Vietnamese disabled people to get more chances to adapt society.
Sao Mai has been granted and funded to implement Web designing project in this contest.

Cost:
Total cost of this project is $14.000 USD. The World Bank gives $10.000 USD as a prize. The amount of $4.000 USD left is mobilized from fund source of Vietnamese Kid Organization, Enfant du Vietnam and other sources.

Furthermore, the amount of $10,000.00 USD from Vietnamese Innovation Days contest mentioned above is supported by USAID organization through HVO organization’s management .

II- Implementation:
After getting the prize, Sao Mai established an executive project board and Mr. Tran Ba Thien, deputy manager of Sao Mai Center, concurrently Project Author was elected as team leader. Duty is concretely assigned as below: Sao Mai is responsible for examination and user’s information collection.
Programming and producing software: SCITEC company
Testing software: Sao Mai
Revising and releasing finished version: SCITEC company.
Disseminating new software: Sao Mai

Project time: It started from 01/07/2003 and completed at the end of April, 2004.

- Software that has just produced will be free for Vietnamese visual impairment as a gift. Users may only pay for CD writing cost of this software. In addition, it is a software have open source code. Its specification appeals the volunteerly contribution to upgrade of the programmers.

III- Project description:
Software which is produced will be a suite of program.
Sao mai browser that allows user to access web page or HTML file is written by VietNamese or English. When opening these files, Sao Mai browser will read any information displayed from html file. It can conceive those html file at version 4.0.
Moreover, this software also includes many hot keys that help user can read and surf Vietnamese website. Basic componets of HTML files will be fully displayed as below:

Header
Ordinary list, unordinary list and nesting list
Table
Frame
Form
Thus, Sao Mai browser can assist visual impairment person in doing access internet search page such as Google.com and others. Due to specification of this software which only uses for visual impairment person, picture will not be shown at all. It only notifies user of some images displaying but not shows this content of these images.
Due to specification of visual impairment person’s web approach, Sao Mai appeals all web designer should be observed the standard of information approach on the internet of the world. So that any sightless audiences can be approachable these website.

Other programs:
A group of small application like calculator, Yin and Yang talking calendar that have just produced by VMV group will be revised and integrated in this project. This is an addition that Saomai has not predicted while writing project for World Bank.

IV- Conclusion:

Until today, 12/2003, Sao Mai browser designing project just be in the midle stage. While the whole country is animatedly waiting for and welcoming to Sea Games 2003 that was holding in Viet Nam. Several Vietnamese sites place many useful information about Sea Games. Sao Mai also wants the society of visual impairments has an additional tool to keep pace with Vietnam Sea Games and to reach the information about it. Thus, Sao Mai will give the browser CDs to Vietnamese individuals or organizations of visual impairments who want to be testers. Please contact Sao Mai with the address at the end of this document.
Currently many programer groups are dedicating their effort for the carreer of developing the visual impairments' informatics, Sao Mai is looking forward to your contact and cooperating. Because the current software just meet the minimumt requirement of the growing of Information Technology. The need to reach and integrate into society of the visual impairments is more urgent day after day. The new tools provided by Informatics such as web browsers, document eidtors which will be produced by Sao Mai are just little contributations to help Vietnamese visual impairments.
